Consultant
William Scanlon is a consultant on health policy issues. He is a member of the Medicare Payment Advisory Commission and the co-chair of the Department of Health and Human Services Review Panel for the Medicare Trustees Reports.
Dr. Scanlon has been engaged in health services research since 1975. He was the managing director of healthcare issues at the U.S. General Accounting Office (GAO) until April 2004. Before joining the GAO in 1993, he was the co-director of the Center for Health Policy Studies and an associate professor in the Department of Family Medicine at Georgetown University, and had been a principal research associate in health policy at the Urban Institute. His research has focused in particular on the Medicare and Medicaid programs, especially provider payment policies, and the provision and financing of long-term care services.
Dr. Scanlon has published extensively and has served as a frequent consultant to federal agencies, state Medicaid programs and private foundations. He has a Ph.D. in economics from the University of Wisconsin-Madison.
